Selim Ibraimi- The new crisis between the US, Ukraine, and the EU has no end. The situation continues without a solution. Russia has launched a variety of misinformation attacks. Their goal is to change and manipulate the war. And of course, the target remains the Western alliance NATO. The two high-level meetings of European states in Paris are insufficient to change their differences deterioration from the US.
In such cases, past events always remain for today’s developments. Thus in 1997, the American diplomat and academic George Kennan, (1904-2005) made a significant claim. He described the expansion of NATO eastward into Central Europe as “the most fatal mistake of American politicians.” He believed it happened after the Cold War.
An expansion that, according to him, damaged Russian-Americans. But, after three decades, various changes have occurred in unpredictable directions. The return of Donald Trump has influenced this. Unlike any other American president after 1945, he has never been closer to Russia. This closeness makes Moscow a similar partner, with the possibility that this partnership will turn into a bloc against Europe. All things are confirmed by Secretary of State Marco Rubio. He said this in an interview for “Catherine Herridge Reports” (CHR). He confirmed that Russia is a factor. “Whether we like it or not, Russia is a global factor.”
Despite the soft American line, they want to open a new chapter with Russia. Russian government-controlled media have begun to mock the West and NATO. They see the open rift that continues between the EU and the US. “Sputnik” and “Russia Today” play the main role in spreading disinformation. They have strengthened disinformation against the EU, Kyiv, and NATO.
The entire edition and reports of “Sputnik” in recent days focus on the consumption of Western control. They claim it is being weakened by their disintegration. “Sputnik” suggests their future is in question.
The unconfirmed report of the German newspaper “Der Spiegel” states that US President Donald Trump plans to withdraw American troops. They expect the withdrawal from the NATO front line with Russia in the Baltics. Russian propaganda gives a different direction. They look at it from the angle of the recent talks in Saudi Arabia.
According to reports, the American delegation, and the Russian press have rejected it. In addition to the tactics of opinion, “Sputnik” uses false information. This has been a long-standing tendency of President Donald Trump’s administration. Since his first term (2017-21), Trump has wanted to withdraw the US from NATO. “Sputnik” reinforces this position with the conviction that this time the US will withdraw from NATO.
Washington has indeed been critical of the alliance members for their low military spending. Recently, all allied states have agreed to spend between 3 and 5%. When we are talking about the American one, it should be recognized that leaving NATO is a political process. If a country leaves the “Atlantic Treaty”, it stops being a NATO member. The formal process is in Article 13 of the Treaty.
A country must send the US a notice of withdrawal if it wishes to leave the alliance. The US acts as a depository state. The US then sends this notice to the others. After a one-year wait, the country was associated with NATO members. In this case, as “Sputnik” misinforms, the US would have to ironically keep repeating itself.
In 2023, Senators Tim Kaine and Marco Rubio introduced a measure. This measure requires Congressional approval for any withdrawal from NATO. The bipartisan amendment is called the “National Defense Authorization Act” (NDAA) of 2024. It prevents the US president from withdrawing from NATO without Congressional approval. Two-thirds of senators must vote for withdrawal from NATO.
Under the NATO Defense Provisions, Section 1250A, entitled “Limitation on Withdrawal from NATO,” places a limit on the president’s authority. The president cannot unilaterally withdraw the US from NATO without meeting specific conditions. One condition is Senate approval.
Withdrawal is approved by a two-thirds vote of the Senate. This requirement is under the constitutional mandate for treaty ratification (Article II, Section 2). By Act of Congress, Congress passes a joint resolution or similar legislative measure explicitly authorizing withdrawal. This is true of the withdrawal of a NATO member and of the US itself. However, the Trump administration is unlikely to go that far. withdraw from the alliance.
It may withdraw military personnel from European countries. The US might not finance joint projects with the Europeans. It could also decide not to participate in missions with NATO. However, Washington is unlikely to leave NATO completely under the responsibility of the Europeans. The NATO military command structure, headed by an American general since 1949, will likely remain unchanged. Along these lines, senior EU military officials have responded to the new American policy towards Europe. They have stated that European countries should jointly build military bases.
According to them, Europe should immediately save money on the armed forces. Kaja Kallis, the EU’s high representative for security and foreign policy, has declared that Russia will try to divide us. “Let’s not fall into their traps.” “Working with the US can bring about a just and lasting peace on Ukraine’s terms.”
On the other hand, Trump’s messages have undermined Ukraine. The National Security Council officials have conveyed these messages to highlight differences. They focus on strategic resources and negotiations between Ukraine and the US. Russian propagandist Vladimir Solovyev, in “Sputnik”, has gone further by suggesting what Russia and the US should negotiate.
According to him, why not create a military coalition between Russia and the US and divide Europe? “I think it is an excellent idea”. “The US now sees Russia, not Europe or Ukraine, as the key to ending the conflict. This signals that Washington has ‘decided’ to try and ‘restore what are essentially spheres of influence.’ They prefer this strategy instead of continuing to try to dominate the entire planet.” “The US is no longer willing to continuously support Europe’s wars.
Is the Riyadh meeting the beginning of the end for NATO? Thus, propaganda and disinformation continue. “Sputnik” uses all methods to undermine the policies of the EU, NATO, and Ukraine. They also undermine other voices. How long the EU and other NATO members will stay together is unknown. But one fact is clear. Russia and its propaganda will completely oppose all states that are on the side of Ukraine. They will also oppose all governments that are against the US-Russia negotiations. This means that Russian propaganda, including in the Balkans, will completely increase on a large scale.
